Yes, all the plugins and addons have been updated for TU 3.x.
The beta allows free sync till 01/12/2012.
The license of the Toodledo plugin needs to be upgraded for TU 3.x unless you bought a license of the Toodledo plugin after 01/06/2012. There will of course be an upgrade discount.
If there is no critical bugs in v3, I hope to release a final version around 01/12/2012.
