I have almost the same problem, though on my system, I can see the -/+ but still can't read the number.
I've assigned this to Jerome and hope he can get to fixing this soon (it really can't wait until we overhaul the whole graphics framework).
However, there is thankfully a workaround: you can click the - that you see and then push the up-arrow key to do the same as the + would do. Click it however many times. Also, you can add the recurrance date to the visible columns in the normal Tasks viewer and it will show you what the setting is. This is not a good situation, but it's at least usable (I personally don't set recurring dates often, most of those I have are set already and function).
