#11 TaskBlocker fails to launch on Win7

TaskBlocker (1.5.0.0) fails to launch as Admin (automatically or interactively) under Win7. Had worked for years but started failing a few months ago. Finally got around to diagnosing now.

Recommended corrective actions for above event had no effect. -- Mostly concerned with refreshing Media Features and .NET framework. Disabling AV also has no effect.

Hope we can solve this as it's a great utility.
