A suggestion is to add an anti-spam tracker on every
message sent, with an id number for the sender IP,
which is stored in a database, so that if someone is
spamming thru your computer, people can easily track it
back to your system, and you can easily track it back
to the offending IP

This assumes you and your database are known to be reliable.
In the "real world" a scheme that requires unauthenticated
trust will immediately be spoofed by spammers pretending to
blame someone else. As it is spammers are faking the
"FROM:" email line and pointing the "finger" at someone's
Mailer is just as simple and obvious.
But if I missed your point do let me know.
