#1 Support Tapestry 3.1 Specification DTD

1. Re-engineer the specification editing code so that
it's driven by
the Tapestry version in use in the project.

2. Implement support for changes to Tapestry 3.1
specification DTD

With these changes the palette will be up and running
for 3.1 as it hits the streets, while still supporting
the 3.0 DTD and will continue to support older versions
of the DTD as Tapesttry matures.
