#647 Upgrading from Ubuntu 13.04 to Ubuntu 13.10

The upgrade of tango-db package fails when you update a host running Ubuntu 13.04 to Ubuntu 13.10. After the upgrade, the database server refuses to start due to missing piece
of information related to MySQL connection.

Workaround: Remove the package (purge) and re-install it after the upgrade
