#605 [pytango] use distutils.version module

Hello, I received a bug report from debian qa team [1] about a failure of the build with the current sphinx 1.2b1 version. This versionning schema is standard for python and the distutils.versionmodule was developped for this purpose.

so I propose this patch to solve this issue

I missed this bug.
Nice patch. Didn't know that StrictVersion existed. Shame on me.
I'll apply the patch.
It will become visible in next PyTango release.
