First release fo 2004!

* CMS can edit and create themes
* A couple of bugs in the fresh installer have been fixed
* CMS supports SCRIPT, COMMENT and STYLE markup
* CMS intergrated with ticketing system
* CMS edit page has been re-designed and the content and layout editors
have been combined
* Edit header functions have been spun out to the edit headers page
* Hooks for CMS validation system (spell checkers, XML validators, etc)
are in place
* CMS supports per user XML primitives
* CMS not edit content with dynamic inserts bug fixed
* CMS remembers and ranks pages that users have edited
* Click ranking system (/admin/admin_click.asp) has been genericised into
2 core_lib functions
* Various small updates have been made to the ticketing system
* User administrators can subscribe other users to ticket lists
* The installer/updater now imports ticket category subscriptions
* Site administrators can create/edit/delete ticket categories
* A generic contact form has been created
* The function send_anon_email() can supporess auto replies
* Fixed yet andother breakage in admin_click
* The delete_user() function now deletes user accounts more
comprehensively
* The permission manager in usr_admin has been updated
* exec_bulk_sql() function has been cleaned up and improved
* Error logging can be suppressed in open_text_file()
* Fixed purchase cart removal from session  when empty bug
* Page titles in Admin area have been updated
