#12 cross-platform solution to encodings

/encoding is a pile of poo. It has funky names, and I
need to come up with a way to have it map standard
names to encoding values that GNUstep -=AND=- OS X
uses. The localized names (in GNUstep at least) are a
pain to type.

There is a barely workable solution in svn. It will do for
the beta as it does allow actual setting of encodings on
both os x and gnustep.
