Tahoe Code SVN development

Initial wrapping of namespace Tahoe around libtahoe. It currently compiles
on linux and passes the benchmarks. Other systems haven't been tried yet.

Currently, it compiles fine on linux and hasn't been tried anywhere else.
The use of namespaces is facilitates migration of Tahoe code to SIERRA.

consistent tangent for 3dPenaltyCE (linearization for change in
jaccobian and normal), more mods. on the way.

correct a problem with the handling of modular arithmatic for
the NExt() and Prev() FaceT functions

add missing PenaltyContactElement3DT files

more work on the 3d penalty contact element.
(for some reason the gwpatch and gwhertz benchmarks do not pass
on my machine, I reverted to the current repository code and I
get the same behavior, it appears to be platform dependent.)
