Tahoe Code SVN development

a number of changes where made:
1) input was changed (again) now kPass is a search parameter
and PenaltyContactElement2DT takes 3 std paramters and 5 penalty specific ones
(see Benchmarks)
2) AdhesionContact2DT was removed and all of its functionality combined
into the new PenaltyContactElement2DT
3) MultiplierContact2DT was re-named MultiplierContactElement2DT for
consistency and to make the distinction that its is derived from
ContactElement not ContactT. (more work is being done to make it
functional)

added two new "C1" functions for contact:
a) Linear
b) ModSmithFerrante (for neg. args function val is linear)
