use RowCopy instead of RowAlias for fetching arrays from dArray2DT types

comment out localization check

allow for over-riding of IsLocalized

avoid potential variable scoping issue

Finished updating to use material's localization check.

Cleaning up, changing localization call to call from material, and starting to include need for strains from previous time step.

Updating IsLocalized method to be called by base class. There is currently a slight glitch, to be corrected shortly.
