avoid potential variable scoping issue

Finished updating to use material's localization check.

Cleaning up, changing localization call to call from material, and starting to include need for strains from previous time step.

Updating IsLocalized method to be called by base class. There is currently a slight glitch, to be corrected shortly.

update material force classes from newest available from branch TAHOE_1_X

development materials are disabled by default

(1) need to call DefineParameters and TakeParameterList for base class

Updated model to automatically use linear elastic bulk response. Debugged
