Added BiCGSTAB for the iterative solution of unsymmetric linear system Ax = RHS using the Preconditioned BiConjugate Gradient Stabilized method. Currently only supports diagonal preconditioners, and is optimized for the case of the identity matrix as a preconditioner.

made changes to work with changes to IOManager to allow something other than
the true time set during WriteOutput for things like the iteration output, for which
the time doesn't change.

removed time from list of arguments to WriteOutput. It must be now supplied
with a call to SetOutputTime, which will applied to all intervening calls to
WriteOutput. This allows something other than the true time to be passed in
for things like the iteration output, for which the time doesn't change. Many of
the post processing tools do not like non-unique values for the time. Also, enabled
iteration output for parallel output that is joined at run time.

Updated include directory path for Forte 6.0 compilers.

Got optimization to actually work.

MultiplierContact2/3D are running patch tests w/o dumping
and a quadratic 2D face has been added.
