Partial 2.0 Source in Subversion

I have integrated the current (partial) 2.0 code line into the subversion trunk. It is still very much under development so I would not recommend using it at this point but you are welcome to take a look at what is going on. The basic tagset management features have been implemented including the project-based tag sets.

I hope to be wrapping up development in a week or two so I can start updating the documentation and doing some testing.
