a window bug has been removed. if you try to open a window
that is already opened (e.g. the attribute wizard window), then
that window will be moved on top of all other visible windows.

before removing this bug, nothing happened when you tried to open
such a window, so you might have thought, the window does not
open correctly, but it was only "hidden" behind the other windows.
