Release 1.21.110 of scc

scc now uses "-p pull" as default transfer mechanism. At install, the --preinstall option of scc-log is used. Hosts running version 1.18 should first upgrade to 1.19 or 1.20 before applying version 1.21.

In the general scripts, the option handling has been refactored and several processing enhancements have been implemented. The collection of data has been extended and changed to avoid unimportant changes in the logbook.
