Introduce new packaging format for transfer of SCC data

A new packaging method for transferring SCC data to scc-srv has been implemented as the current method is hard to maintain and uses separate code for email and other transfer mechanisms. By default, the old packaging method is used. The 1.15.30 release of scc-srv handles both packaging formats. The new format supports encryption for scc and scc-win and for all transport mechanisms.

Use the --new_pack option for scc.pl in scc-win to use the new format and the --encrypt option to activate encryption. In scc use the -o new_pack option to use the new format and the -k option to activate encryption.

The two most recent releases of scc-srv changed the ownership of /tmp to the user running the webserver. The code has been corrected. Please make sure that /tmp has the correct owner on the systems you are running scc-srv on.

Refer to the release notes for the detailed release notes of scc.
