The enclosed patch adds the requisite text files (resource and .ico files seem to get generated by the IDE when you open the old .dpk's -- I just renamed those) and conditional-compilation gobbldey-gook required for D16 (XE2) support. No interesting changes were required -- at least, not to get things compiling, I haven't run anything except the design-time package yet.
