#84 MSLU for win98

At the moment, win 98 system needs Microsoft Layers for
Unicode (MSLU)in order to display unicode characters
correctly. Without MSLU, SynEdit is unable to work on
unicode documents in win98 system.

Therefore, I would suggest incorperation of MSLU in
SynEdit.

    MSLU doesn't help here, it merely does a Unicode->ANSI
    conversion, so you can use the W-APIs as in WinNT.
    It adds nothing to the Unicode support there is already in
    Windows9X. TNT Unicode controls is the way to go when
    using Delphi.

    Window9X has some Unicode support like printing Unicode
    characters. This approach is used in the Unicode version
    of SynEdit (not TNT needed) avaiable here:
