#227 One can walk back past the root directory on Windows

When selecting a file (e.g. in this example, to capture to), you can keep selecting ".." and go back beyond the root directory on a Windows drive, beyond which you end up at a blank file selection dialog.

    Looks like getdirname("C:\") returns "".
    I'll let you decide if that's a getdirname() issue or not and just hack around it.
    In local git.

    Looks fixed to me in nightly build. Now get list of drive letters at top of tree! :-)

    They're supposed to be there. I guess _getdrives() isn't working or something? filepick.c:398.
