check in the admin tool --> modules --> email in the account table (bottom, 
right) there is the button "cache".

this table has the ids of the emails that will be downloaded on the client. 
if the table is empty no emails will be downloaded.

if the table is empty you should check if the inbox-listner is ok. increase 
the log and check if there are some errors.

moreover check the time filter on the client. usual there is a filter "3 
days email". so just the email with date less than 3 days are downloaded. in 
the "cache"  table you can see the info about the date
