#1 Allow Non-Boolean Options to be Changed

Non-boolean options such as the delays for expiring
and displaying highlights are not (and can't be) shown
on the standard Editor Options dialog. As a result,
there is currently no mechanism for the user to change
the default values.

These options should be made into global properties,
placed on a property page, or made visible to the user
in some other way.
