A C++ java bridge for rti1516e build with swig

Because of Bug #1304 in swig 
  "Regression for generating C++ code for a vector of a set"
you need swig-2.0.4

Built with openrti from gitorious.org/openrti

Usage
cmake -DRTI1516E_INSTALL_PREFIX=/usr/local/openrti/ .
make

Build rti1516e Library once
cd rti1516e
ant

Build Java Implementation
cd javaswigrti
ant
