Whilst looking at this problem [1] I discovered another problem with the call:

ServiceProxy::getPortalID(String serviceSMID)

This call should return the SMID of the portal service to which the supplied service SMID is associated with. However at the moment all that it is returning the default FADA entry of the PortalService (found from the service deployment directory name). What is should return is the SMID of that service.
