#2 TX_CTCSS=SQL_OPEN not sending CTCSS on other Logic

If two Logics are defined, for example RepeaterLogic and Simplexlogic, audio from the simplex logic does not carry CTCSS on the RepeaterLogic TX.

This is needed for a remote EchoLink SvxLink server, listening on the Repeater output frequency, to open squelch.

This causes users connected via echolink not hearing users on the SimpleLogic frequency.

    TX_CTCSS is now a comma separated list of values so that one could now say TX_CTCSS=SQL_OPEN,LOGIC to transmit CTCSS tone both when the squelch is open and when there is incoming traffic from another logic core.
