Unable to log in as admin to create password

I'm running Ubuntu 10.04. I've just followed the instruction from SVNManager  http://svnmanager.org/index.php?page=install. I've setup everything to the letter (I think). when I run http://localhost/svn, I'm prompted for Username/password. I enter admin for username and admin for password, but it doesn't log in. I think I'm missing a step, but I don't know what.

I think your problem is that you're trying to access your repository rather than the manager and, since you haven't defined any repository users, you can't log in.
