Implement a hook to detect case-insensitive filename clashes. This is particularly useful for projects where a windows file-system is involved as well.

A similar pre-commit hook is provided by collab.net at http://svn.collab.net/repos/svn/trunk/contrib/hook-scripts/case-insensitive.py
