After some 2 hours beating about the bushes I finally found out why subversion and tortoise svn were refusing to substitute svn:keywords.

The XML file i was using was saved as UTF-16 and subversion does handle UTF-16 as binary. HOW THE HECK SHOULD A THINKING PERSON COME UP THAT AN XML FILE IS TREATED BINARY ?!

So please for the sake of others do point out that UTF-16 text files and binary files cannot be used for keyword substitution. Or even make SVN chocke on svn:keywords for binary files.

    Frustration towards Subversion's behavior is mis-aimed if voiced in this issue tracker.  Here, we bother only with documenting that behavior.  As such, you're correct that the book should discuss Subversion's handling of UTF-16-encoded files.  Thanks for the report.
