First time it occurs in the end of "svnadmin create" article.
Second time it hit the page in the end of the Repository Hooks article,
just after the description of post-unlock hook.

This appears to be a bug in the FOP software we use to do our Docbook XML -> HTML
transformations, not in the book sources themselves (the part that we maintain).

Note that it isn't just an anchor ID that's reused -- it's that the footnote
literally appears twice in the text.
