I was able to source this behavior to the source code: https://svn.apache.org/repos/asf/subversion/trunk/subversion/svn/svn.c
Lines starting with a '#' character are ignored.\n"

Adding this to the documentation would help clarify the behavior.

How about adding a new paragraph

right after the first example?
