Beginning with SVN 1.7, it is possible to configure per-repository authz file (use directive AuthzSVNReposRelativeAccessFile). It appears that SVNBook 1.7 does not have per-repo authz documented.

Just committed [r5070] & [r5071] to /trunk/en (current 1.8 nighly) and reverted these changes. They don't merge back to /branches/1.7/en becase SVNBook 1.7 does not have svn.serverconfig.httpd.ref section (Subversion Apache HTTP Server Configuration Reference).
