Norwegian svnbook: Move mkdir+rmdir from "make build" into its own rule

so it detects existing temp directory earlier.

* doc/translations/norwegian_nb/Makefile
(build): Added "dircheck".
(copytobuild): Moved the mkdir and rmdir to dircheck.
(dircheck): New.
