Enable "make commitmode" and "make editmode" for the Norwegian svnbook

translation.

* doc/translations/norwegian_nb/Makefile
Moved the $BOOKFILES definition into this file from Makefile.norw .
(editmode, commitmode): New rules, moved from Makefile.norw .

* doc/translations/norwegian_nb/Makefile.norw
Deleted the $BOOKFILES variable, moved to Makefile.
(editmode, commitmode): Deleted.
