[fr] Keeping in sync with English version.
The names of the hooks remain inside <literal> tags as they are not
directly understandable in French.

Followup to r6041, restore default FO_XLSTPROC_OPTS from r5129.

* en/Makefile: Restore default options

The changes in r5129 override any customization to FO_XSLTPROC_OPTS in
Makefile.base-vars. Since the different language branches seems to add
customizations in the main Makefile, move everything there.

* en/Makefile: Add HTML_XSLTPROC_OPTS and FO_XSLTPROC_OPTS and comments

* en/README: Add a note on how to build the pdf with custom options

* tools/Makefile.base-vars: Remove HTML_XSLTPROC_OPTS and FO_XSLTPROC_OPTS

Replace a few tigris.org links.

* en/book/appb-svn-for-cvs-users.xml: cvs2svn is at github.

* en/book/ch06-server-configuration.xml: The issuetracker is in JIRA (but link
through the subversion.apache.org/issueXXXX redirect in case JIRA is moved
in the future).

Convert the nightly build script to Python 3.
