Fix the English book build. Thank goodness for 'fop -d'...

* src/en/book/appc-webdav.xml
Fix table column count -- there are 6 columns now, not 3. (This is
followup to r2770.)

Fix failure to send mail due to minimal PATH under cron.
Also improve stderr output in failure case.

Add copyright/license header.

Add copyright and license header to styles.css.

* src/en/book/ch06-server-configuration.xml:

Remove [args] from svnserve --service example, and reword section.

Rename src/nb/LAST_UPDATED to src/nb/LAST_SYNC, which is more correct.
