Try to consistify our use of long and short options, based on
new HACKING rules.

Move the guts of dump-filtering into its own new section, leaving only
a stub description of svndumpfilter in the Administrator's Toolkit
section. Also created a new stub in that section for svnsync.

Hide the "Tip", "Warning", and "Note" titles in their respective
blocks. The icons serve the purpose well enough.

My experience with BDB repositories is that they are more than just
slightly larger than FSFS ones, and grossly larger if logfiles are
present. Update the comparison table accordingly.
