Version Control With Subversion Source

Tweaks based on Fitz's review.

* src/en/book/ch-developer-info.xml
Update 'svn --version' example. Move the "Inside the WC Admin Area"
section to just after the layers section, and before the code samples.
While here, add a paragraph about the format of the .svn/entries file
and how Subversion auto-upgrades working copies.

Fix a broken file:// URL.

* book/ch-basic-usage.xml: Tighten up chapter and remove reference
stuff.

* src/en/book/ch-server-configuration.xml: rewrite the beginning of the chapter, per cmpilato's suggestions.
