Commit up some stuff I did on the plane back from San Francisco. I
don't really remember the details.

* ru/book/ch-reference.xml: Description of 'svn delete' command has been translated.

* src/en/book/ch-developer-info.xml
Overhaul this chapter. (Note quite complete... need to decide what to do
with the WebDAV section.)

* src/en/book/ch-fundamental-concepts.xml
Move a URL-related warning into the URL section.

* src/en/book/ch-reference.xml
Add some missing refpurpose's. Tweak the properties section to not be
trying (and failing) to be reference-y.

* src/en/book/ch-advanced-topics.xml
Update some cross-references.

* src/tools/chunk-stylesheet.xsl
Add parameter reference comment, break first sections of each chapter into
their own chunk, and turn off the chunking notification.

* www/index.ru.html: add comment about format of the TRANSLATION-STATUS file

* src/ru/TRANSLATION-STATUS: spell check

* src/ru/TRANSLATION-STATUS: translate this file to russian

* ru/book/ch-basic-usage.xml: A small changes to give a more precise definition a description.
