Cleanup in the language links in the Norwegian web page.

Synced the Norwegian web page with the English page.

Japanese link.

Include a system identifier in the <!DOCTYPE>, to cause Mozilla-type browsers
to use standards mode, rather than quirks mode.

Charset cleanup.

* www/index.pt_BR.html: Fix <meta> tag charset value to actually agree with the
encoding of the document.

-forgot to change "lang" from "jp" to "ja".
-translated language link titles into Japanese.

The preferred spelling of the Microsoft WebDAV client appears to be
'Web Folders', not 'Webfolders'. Change everywhere.
