Make the 1.1 branch layout match that of trunk.

Remove the misc-docs.

Commit a top-skim of the German translation. (I missed it during dump/load,
and flatly refuse to wrestle with svndumpfilter for another eight hours).

Promote translations to first-class status, and use two-letter locale
doodads for organization.
