Not sure exactly what is causing this, but try downloading the most current committed version and see if that corrects it:

http://svn-notify.svn.sourceforge.net/viewvc/\*checkout*/svn-notify/trunk/SubversionNotify/bin/Debug/SubversionNotify.exe

Replace the old EXE with this one... maybe it will fix both this and the LockedPaths problem :-)

If not, send me your config file and I'll take a look.
