Probably I missed something or can't write it down OK. Even SVNAM does show that it created repo OK, it is not created. Same about projects. What I missed? Well, I can create repos also by hand, but projects must be done via svnadmin utility and this is not so … easy by hand.

SVNAM examines the return code of svnadmin command. If it returns zero SVNAM assumes that everything went right. Probably there's a difference to unix/linux systems.
What issue with projects do you have? Projects are a SVNAM internal thing which are for administration.

No-no, my fault, seems to. I didn't know how to write this file:\\… and … it does put it behind SVNAM directory, I didn't noticed that, probably some … rights thing. Anyway, this does the job well, know I did create repo (even behind SVNAM dir) and … I hope users can access it. If I see anything … unusual (for me!), I'll let You know! =)
