#16 Should I be able to Open Declaration on parameters? Should they be highlighted?

I'm noticing that parameters, when selected, will show via highlighting, but I can't do F3 to Open Declaration. They also appear to be highlighted like standard variables.

But both variables and `defines will go to the declaration when hitting F3, parameters will not.

I'm using v1.7.9 at home.

Our designers use highly parameterized designs and one of the first things one of them asked today was "Will it show me what my parameters are set to?"

Hovering over variables show you their type (eg output wire myVar)
Hovering over `define macros shows you their value
But hovering over parameters doesn't do anything.
