#20 No "No local points" message

When editing time-instants layers, the message
"No local points" is displayed in the top
right part of the pane when the mouse is not
near any particular time-instant in the layer.
(see attached image)

This message is redundant and it would be
better if there were no message displayed
at all since the time and label would be
displayed in that corner if there were a
a local point to display info about. So
the absence of any message would be sufficient
to imply that there were no local points.

Currently, the "No local points" notice
only blocks the view of the time instant
labels underneath it.
