#104 Load annotation layer / snap to onset

Hi Chris,

I have two feature requests:
1. I'd like to be able to describe in a (session) file which annotation layers to load. One application of this is the distributed "social network" refinement of chord labels in simple csv annotation files. The newest version of that would then automatically be loaded into a predefined session independent of the remaining contents of the session.

2. A possibly much more difficult to realise feature: have an option for markers to snap to onsets. That would be really nice for beat annotation or the like.

I may be repeating myself, but I guess I have to say it again: thanks for the program as it is!
