#142 Web: Fix security issue in @title

Hi,

@web title can be used to run DCC requests, ctcp-actions, ctcp-versions, and so on.
This is a fix: https://github.com/ProgVal/Limnoria/commit/6ea2d062b79424ea039974b0f36949d0a9095e89

Note that I also added a --no-filter switch, in order to let users do it on purpose, whatever the reason is.
