I think it'd be excellent to have a supybot-reconfigure script which
would accept a registry filename and a plugin name, and would
reconfigure that plugin (using the plugin's configure function) and
append the results to the registry file.

There can be a --advanced argument to determine whether the
user is advanced.

The script could accept multiple plugins, but it should check the
validity of all plugins before starting the actual configuration.

This would be ideal to get written before 0.79.9, and I certainly
would like to see it done before 0.80.0.

Any volunteers?
