"DEBUG 2010-11-25T02:27:49 supybot Ignoring m4v!~znc@unaffiliated/m4v due to ignore database." is all over the logs.

the problem is in checkIgnored (ircdb.py) function, it checks for ignores.checkIgnored(hostmask) before checking if the user is the owner.
