Again few fixes and features
* --format human in supl-client now shows values with proper scaling factors.
* now properly decodes and shows long SUPL messages
* updated asn1c precompiled files to version 0.9.23
* asn.1 and supl debugging configuration options added

* Fixes a nasty bug not getting ephemeris data for all satellites.
* Adds a flag to request almanac data from the server.

Current issues:
Depending on the supl server used you may only get ephemeris or almanac data. Or maybe nothing or an error if e.g. requesting almanac data.
